School and university employers. Public and nonprofit campuses are usually outside the property-tax base.

- [Burbank Unified School District](/companies/burbank-unified): Fifth employer on the July 2025 city table, at 2,300 jobs, 1.4 percent. District office at 1900 West Olive Avenue. Public-school property is generally exempt. The district is a principal employer and is not a top taxpayer.
- [Woodbury University](/companies/woodbury-university): Named in the city housing-element narrative as an employer that draws talent. Not on the July 2025 principal-employer top ten, and no employee count from that table is available, so none is invented. Campus at 7500 North Glenoaks Boulevard. A nonprofit university campus is a weak property-tax proxy. Included because it is a major Burbank campus, with that limit stated.
